CEDAR CITY —  Law enforcement officers in Iron County arrested a driver who allegedly used red and blue flashing lights to get other drivers to move over on Interstate 15.

Ryan Anthony Lucero, 47, was booked into Iron County Jail following the Sunday afternoon incident. He faces misdemeanor counts of impersonating an officer, DUI and drug possession.

According to the probable cause statement filed in support of Lucero’s arrest, a Utah Highway Patrol trooper was dispatched to a report of a vehicle traveling northbound on I-15 near Exit 75 in Parowan.

“This vehicle was called in by multiple people saying that it had red and blue flashing lights and they were getting other vehicles to move out of their way,” the arresting trooper wrote in the affidavit.

Two troopers subsequently located the vehicle and made a traffic stop on a frontage road just west of I-15 near Exit 100, which is close to the border between Iron and Beaver counties.

“I contacted the driver and told him why we were there, and he admitted to turning on his red and blue lights,” the trooper wrote. “I placed the driver in handcuffs and searched him incident to arrest.”

The other trooper located the remote control for the vehicle’s lights and found them to be red and blue when turned on.

“There was only one setting programmed,” the affidavit states.

During their search of the vehicle, troopers allegedly found a small bag containing a white powdery substance that later tested positive for amphetamine. A small pipe was found in the driver’s door handle, the affidavit states.

An oral fluid test returned a positive result for cannabis, amphetamine and methamphetamine, the affidavit alleges.

This report is based on statements from court documents and law enforcement officials and may not contain the full scope of findings. Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.
