Jailed Hurricane man booked on new object rape, sex offense with minor charges

ST. GEORGE — Zachary Scot Stout, 20, of Hurricane, was booked on new charges Wednesday while still incarcerated at Washington County’s Purgatory Correctional Facility after a juvenile came forward with information regarding an inappropriate relationship.

The new charges were the result of an investigation conducted by St. George Police detectives. During this ongoing investigation, a 15-year-old girl came forward and said she had been sexually abused by Stout, according to a probable cause statement filed by St. George Police Officer John Manzer in support of the charges. Further investigation led detectives to determine there had been four separate occasions of sexual intercourse between Stout and the 15-year-old, occurring between Dec. 29, 2013, and Feb. 14, 2014.

Stout was arrested on new charges while still detained at Washington County’s Purgatory Correctional Facility. He was already in custody for previous drug and weapon charges from July 18, which will be addressed as a separate case, said Washington County Attorney Brock Belnap.

Stout was charged with a first-degree felony for object rape. According to Utah law, object rape refers to an incident where a person uses an object, device, instrument or body part — other than body parts described in the statute — to penetrate certain body parts, also described in the statute, of a person 14 or older without consent in order to arouse any person or to cause emotional or physical pain.

In addition to the object rape charge, Stout was also charged with a second-degree felony for forced sexual abuse and four third-degree felonies for sex offense with a minor. According to current bookings information, Stout’s bail on these charges stands at $50,000.

Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.

    “St. George was the second fastest-growing metropolitan area in the United States, in 2005”. I’ve been living out here (again) since 2002 and have watched this area become increasingly diverse.

    There isn’t one covenience store that I go to now, that doesn’t always seem to have someone buying a 30-pack of beer at 9 a.m., or another who looks like they’ve been tweaking since the 4th of July. I’ve been asked for spare change by transients and have seen them pick cigarette butts out of public ashtrays.

    People are getting arrested for robbing stores, credit card fraud, distributing porn, possessing narcotics, killing cats, shooting dogs, stalking and having sex with minors.

    Recently, “a mixed-use development in downtown St. George were passed unanimously by the St. George City Council, seeing this as “an opportunity to revitalize and re-energize the downtown area”… 235,000 square feet of commercial space, along with129 residential apartments.

    Just what we need, St. George; Let’s revitalize and re-energize our community, by inviting even more diversity into the area.

      I have lived here for 43 years. These things have been going on the entire time I have been here except for the horrible epidemic of heron and meth that is killing our youth daily. Buying beer, being homeless and everything else you listed is nothing compared to that, which I might add has going on but not publish so openly for everyone to read. This is not the closed little paradise you seem to think it should be and it never has been. Welcome to reality and the world…..

        Sherry- You’re a fool to think your 43 years in this area can begin to compare with the areas that I have lived in. 10 years ago, the St. George area did NOT have this many transients and not that many people started drinking at 9 a.m., during the weekdays. This area has degraded from a town where you could park your car unlocked at the supermarket, to a town where some punk steals your stereo in your driveway. I’ve lived in some raunchy areas of Conecticut, Oklahoma and California in my youth and St. George was the epitome of “a breath of fresh air”. Have YOU ever lived in a rundown trailer, in Dixie Downs? I have and it sucked. Your preach to the choir was unwarranted, “sister”.

    So tell me this…. Where does our judicial system put its value. Originally someone is booked for $220000 for stealing some money, don’t get me wrong, I’d be mad, but he didn’t ruin my life.
    Another someone is charged with for cable rape, and he has only got a $50000 dollar bail? This just goes to show our system doesn’t value life, only $$$$$

      I just asked that exact thing recently at our neighborhood watch to Ofc. Buhl Hurricane Police Department ,he explained to me each offense has a dollar amount attached to it . So if u have 1 ounce 101 kg, 50 pounds or five kelos of anything it is considered only one offense. So if you rob 300 people of $.50 you have 300 counts against you and each one of those counts as a dollar value.

    How old is 15yrs old really? A 15yr old can get shot 6 times because a cop is afraid for his life. Just so everybody knows…incest with minors was ok before all of us moved here anyway. A 20yr old man from Utah has the maturity level of a 14yr old anyway. Why is it ok for parents to throw keg party for 15yr ol kids but its not ok to have sex with them. How come the girls parents are getting trouble for letting there daughter hang out with this guy. Why is it rape? The girl was down for whatever in the first place. She must was been dressed like a wanton.

    I hate when they put up stories like this and say innocent until proven guilty at the end. You already said he was guilty from the moment you posted and put his name and picture out to the world. Who’s going to think he’s innocent? If he is proven to be innocent or charges are dropped because his girlfriend lied and said she was 18 are you going to put up that story too? Not likely. Why don’t you wait and put up the stories when people actually get sentenced? Innocent people’s lives get ruined this way.

    I was personally great friends with Zac. We attended High School together and were always hanging out. From knowing Zac on a personal level, unlike the rest of you, I find it hard to believe that he actually did it. Either he was set up or he was drunk as hell…either way, he made a mistake, he’s paying the price, and he’ll have to live with this for the rest of his life. I left Hurricane about 4 years ago, and it seems like all I’ve heard since then is negative things going on. When will something good happen again?

      From what I’ve been told the girl lied to Zac about her age. They dated for months and were considering engagement. She went and filed the report because her now boyfriend, who is also older, didn’t like that she was with Zac and she told Zac if he said anything to the new guy she would file with the police. They have record of her telling him she was older, as well as her sending him messages asking for him to do different things. Hoping they will be dropping the charges because of all the proof against her, as well as the fact that this is not the first time she has tried to file charges like this.

    Why did the author/editor try to “clean up” the text of the law? Of all outlets for distributing information to the public, the news should not censor. The words are already part of the law of the land for all to see. No need to “protect” the reader, and if the responsible party’s own morals are too squeamish, perhaps the news isn’t a proper career.

    I know this post is a few years old but honestly if you knew how this incident got out your opinions what completely change .. I know the girl and she didn’t say she was 18 he rightfully knew her age her mother and grandmother had even made it clear , but he had said “if my parents ask you’re 17 turning 18” (God knows why) and of you are wondering how I know this I was there to witness. This poor girl was heartbroken that all of this got out all she simply said was in the situation she felt uncomfortable, not that he “raped” her. She didn’t even talk to the authorities about it until her so called friend decided to take action. She has been getting threats from his parents friends etc. but on the other note she has had several young girls saying that she isn’t the only one that “this ” has happened too so really this girl is being targeted by so many people but yet she was not the one who call on him . I’m sorry that those of you who want to make your opinion stand is so important to you rather than learning about the situation a little more.
